Opportunity (Part-Time / Limited Duration): Maritime Security Advisor Subject Matter Expert (SME)
Bottom Line Up Front: Hoplite Group is seeking an experienced Maritime Security Advisor SME to support a U.S. Government institutional capacity-building (ICB) effort focused on maritime domain awareness (MDA) and maritime security (MARSEC). The SME will support the development of a national Maritime Security Strategy (MSS), working with partner nation stakeholders to establish the policies, organizational structures, and processes required to enable effective maritime operations.
Location: Remote support (CONUS) with forward engagements (OCONUS) within the INDOPACOM Area of Responsibility (AOR) as part of a U.S. government contract.
Level of Effort:
• Non-travel months: Approximately 40 hours/month.
• Engagement months: Approximately 160 hours/month depending on travel and engagement requirements.
• Travel engagements: Two-week engagement scheduled for June 2026 (inclusive of pre-engagement preparation and post-engagement reporting). 90-day TDY anticipated August–October 2026.

Objective: To support the development of a national Maritime Security Strategy that enables partner nation stakeholders to effectively organize, manage, and execute maritime operations. Efforts will focus on maritime threat and gap analysis, stakeholder mapping, and development of a comprehensive strategy that addresses interagency coordination, maritime domain awareness, and maritime security requirements.
Required Qualifications:
• Retired O-5 / O-6 level officer with experience developing maritime security strategies, particularly within small or developing maritime nations in the INDOPACOM AOR.
• Experience with US security cooperation with foreign partners supporting maritime domain awareness (MDA) and maritime security (MARSEC) initiatives at the strategic and operational levels.
• Experience in assessment and drafting of strategy documents, frameworks, and implementation plans aligned with partner nation requirements and timelines.
• Experience in designing and developing presentations, workshop materials, and facilitation activities in both in-person and virtual environments.
• Interpersonal, briefing, and writing skills, with ability to communicate complex concepts and policies to diverse audiences and to facilitate workshops, simulations, and stakeholder coordination sessions. SME must have the demonstrated ability to provide feedback review and improvement recommendations.
• US Secret Security Clearance required.
