Opportunity (Part-Time): Senior Cyber Operations Strategy and Policy Subject Matter Expert (SME)

Bottom Line Up Front: Hoplite Group is seeking an experienced Senior Cyber Operations Strategy and Policy (SME) to support a U.S. Government institutional capacity-building of various partner nations, by providing expertise in supporting the standup of a cyber organization as well as support the development of a comprehensive military cyber strategy.

Location: Remote support (CONUS) and forward engagements (OCONUS) as part of a U.S. Government team.

Level of Effort:
  • Non travel months: Approximately 30-40 hours/month.
  • Travel engagements: Approximately 80 hours/month during engagement months (estimated quarterly).
  • Post-Engagement: Remote support as needed.
Availability: Immediate

Objective: To support the development and implementation of a Strategic Cyber Organizational Management Strategy and a Defensive Cyber Operations Plan focusing on three different lines of effort: (1) cyber policy and plans development; (2) cyber workforce development; and (3) defensive cyber operations and training.

SME Qualifications:
  • Executive level professional experience performed at the O6/GS-15 (or equivalent) level, leading policy and plans development in complex military or government cyber environments. At least 10 years in military cyberspace operations, including 5 years directly supporting joint or strategic-level cyber planning.
  • Proven ability to formulate and implement cyber strategies that align with national security priorities, organizational goals, and evolving threat landscapes, leveraging geopolitical and technological awareness.
  • Experienced with the Joint Planning Process (JPP) and Joint Publication 5.0, with experience planning, coordinating, and overseeing defensive cyberspace operations at operational and strategic levels.
  • Skilled in creating and executing cyber policies, frameworks, and campaign plans that align with broader military objectives, incorporating international and regulatory considerations.
  • Extensive experience working with U.S. Cyber Command, Combatant Commands, Cyber Security Operations Centers, or the Joint Staff J6 to synchronize, deconflict, and integrate cyberspace operations.
  • Demonstrated capability in conducting human-centered design exercises, applying critical analysis, problem-solving, and scenario planning to complex cybersecurity challenges.
  • Interpersonal, briefing, and writing skills, with ability to communicate complex cyber concepts and policies to diverse audiences, and to facilitate engagements in both in-person and virtual environments.
  • U.S. Secret Security Clearance required.
