Opportunity (Part-Time): Joint Doctrine Development and Training Management Subject Matter Expert (SME)
Bottom Line Up Front: Hoplite Group is seeking a Joint Doctrine Development and Training Management SME to support a program focused on assisting U.S. Government efforts to improve doctrine development and training management systems for a partner nation.
Location: Remote support (CONUS) and forward engagements (OCONUS)

Availability: Immediate
Objective: Assist in addressing institutional-level shortfalls impacting doctrine and training management in support of a deployable force structure of a partner nation. The SME will facilitate the assessment of the doctrine management systems, capability planning guidance, integrated training policies and training management processes. These efforts will advance the partner’s ability to train, deploy, and employ full-spectrum capabilities in response to national and regional crisis.

Bottom Line Up Front: Hoplite Group is seeking a Joint Doctrine Development and Training Management SME to support a program focused on assisting U.S. Government efforts to improve doctrine development and training management systems for a partner nation.
Location: Remote support (CONUS) and forward engagements (OCONUS)
Level of Effort:
- Pre-Engagement: Approximately 30 hours/month.
- Engagement: First in-person partner nation engagement scheduled for 28 July – 1 August 2025, with 3–5 engagements expected annually (Approximately 90 hours/month during engagement months)
- Post-Engagement: Support as needed.

The SME will facilitate the assessment of the doctrine management systems, capability planning guidance, integrated training policies and training management processes. These efforts will advance the partner’s ability to train, deploy, and employ full-spectrum capabilities in response to national and regional crisis.
The Joint Doctrine and Training Management SME will have the following responsibilities:
- Facilitate the development of doctrine management processes, including collecting and evaluating operational observations to produce lessons learned, cyclic review and revisions of doctrine, and processes to integrate new doctrine into training and education venues.
- Support the review of national-level guidance and development of capability planning guidance.
- Support the development of operational concepts that inform required capabilities to support the missions the deployable force must be able to execute.
Required qualifications:
- 10+ years of military experience, with service on the Joint Staff, Combatant Command, or Service staff.
- 5+ years' experience supporting doctrine and training development institutions (i.e., U.S. Army Training and Doctrine Command (TRADOC), Marine Corps Combat Development Command (MCCDC)).
- Demonstrated knowledge of the Joint and/or Service doctrine development processes.
- Security cooperation experience.
- Familiarity with strategic-level defense management processes.
- Experience collaborating with partner nations’ civilians and or uniformed officials at the ministerial and general staff levels.
- AFRICOM experience required.
- Graduate of Senior Service College.
- U.S. Secret Clearance required.
