Opportunity (Part-Time): Emergency Management Subject Matter Expert (SME)

Bottom Line Up Front: Hoplite Group is looking for an Emergency Management (SME) to support a team to enhance civ-mil and whole of society (WOS) efforts to deter aggressive threats and defend a partner nation (PN). The first engagement is scheduled for 12-23 August 2024.

Location: Remote support (CONUS) and forward engagements in a partner nation (OCONUS).

Level of Effort: The anticipated support for the months with no travel projected is estimated at 20 hours/month. For the months that require overseas PN engagements, support will consist of an estimated 80-90 hours per month. Specific to August, we anticipate PN engagement projected currently: 12-23 August 2024; this engagement is estimated at 120 hours; a similar engagement is projected for November 2024. Looking ahead, we anticipate program support will require between 4-6 engagements worth of travel to support the PN per year, with the 20-hours per month for the other months.

Availability: Immediate opening.

Objective:
Identify shortfalls required to develop an interagency (IA) coordination process to enhance civ-mil and WOS efforts to deter aggressive threats and defend the PN. The first week of the engagements will include academics, and the second week will include field support and table-top exercises.

Desired Outcomes:
  • Gain an understanding of the WOS dynamics and processes.
  • Establish key relationships with relevant agencies and the interagency.
  • Identify shortfalls in the IA coordination process and contribute to the development of an ICB roadmap.
Required Qualifications/Skills:
  • 15+ years of experience in Emergency Management.
  • Direct capacity-building experience working with partner National Fire Agencies or equivalents.
  • 10+ years of relevant federal (e.g., DHS components) and/or military (field grade or higher) experience (Armed Services).
  • Civil support to military operations (HN support), Risk Assessment, planning workshops and tabletop exercises.
  • Expertise with either Continuity of Government/Continuity of Operations.
  • Emergency response under crisis/conflict conditions.
  • Extensive expert-level knowledge and experience building partner resilience capacity in a defense/security context.
  • Experience supporting at least one of the U.S. Combatant Commands, preferably INDOPACOM or EUCOM Resiliency SSCI effort.
  • Expertise in Resilience Baseline requirements.
  • Graduate degree in Emergency Management.
