Opportunity (Part-Time): Human Capital Development Subject Matter Expert (SME) - Security Cooperation
Bottom Line Up Front: Hoplite Group is seeking an experienced Human Capital Development SME to support a program focused assisting U.S. Government efforts to strengthen talent management and doctrine development processes for a partner nation engaged in regional security and peacekeeping operations.
Location: Remote support (CONUS) and forward engagements (OCONUS)

Objective:
Assist in addressing institutional-level shortfalls impacting doctrine management and human capital development capabilities in support of a deployable force structure of a partner nation. The SME will facilitate the assessment of the human capital development enterprise and support the development of talent management processes, doctrine management systems, capability planning guidance, integrated training policies and training management processes. These efforts will advance the partner’s ability to train, deploy, and employ full-spectrum capabilities in response to national and regional crisis.

Location: Remote support (CONUS) and forward engagements (OCONUS)
Level of Effort:
- Non travel months: Approximately 30 hours/month.
- Engagement: First in-person partner nation engagement scheduled for 12–16 May 2025, with 3–5 engagements expected annually (Approximately 90 hours/month during engagement months).
- Post-Engagement: Support as needed.

Objective:

These efforts will advance the partner’s ability to train, deploy, and employ full-spectrum capabilities in response to national and regional crisis.
Required Qualifications/Skills:
- Retired O-5 / O-6 level officer.
- 10+ years’ experience in human resources, talent management, or organizational development.
- 10+ years developing human capital development strategies and policies to meet strategic-level guidance.
- Experience in the development of joint operating concepts to inform force structure refinements necessary to meet priority missions.
- Experience identifying skills and knowledge required to develop military skills competency models.
- Experience collaborating with partner nations’ civilian or uniformed officials at the ministerial and general staff levels.
- Graduate of Senior Service College.
- U.S. Secret Clearance required.
